How jackpot bets work in Kenya: 13, 15 and 17 game slips explained

A jackpot bet is one slip covering a fixed list of matches, for example 13, 15 or 17. You choose one result for every match, and the main prize is paid only when all of them are correct. Some jackpots pay smaller tiered prizes to slips that miss by one or two legs.

What a jackpot bet is

A jackpot bet is one slip that covers a fixed list of football matches, for example 13, 15 or 17 of them. You pick one result for every match on the list: home win, draw or away win. The top prize goes only to slips that get every match right.

Each match on the list is called a leg. Your choices on all the legs together form one line, and one line is one entry into the jackpot. If you want the definition in a single paragraph, read what a jackpot bet means on a Kenyan slip.

Section 2 of the Gambling Control Act, 2025 defines a jackpot as the highest prize resulting from a displayed combination in a game of chance, payable either from a fixed prize schedule or from a pool that accumulates as contributions are made. That wording covers both ways operators fund the prize. A fixed schedule names the amount in advance; a pool grows with the stakes paid in.

Why every leg has to be right

The legs are not separate bets. They are conditions on one bet, and the bet is settled as a whole. Twelve correct results out of thirteen is not a winning line for the main prize, however close it looks.

This is what makes the main prize so rare. A slip with three possible results per leg has three times as many combinations for every leg added. The arithmetic is set out in the odds of a 17 game jackpot, worked out.

Some jackpots offer fewer than three results per leg, for example double chance markets, and some list more legs. Fewer results per leg make each line more likely to land. More legs make it less likely.

How the common formats compare

Illustrative example. The table counts the lines that exist on a slip when each leg has three results, which is the 1X2 format. One line filled in with no information at all wins the main prize with a probability of one in that count.

FormatLegsResults per legLines on the slip (3 to the power of the legs)Chance for one line picked at random
13 game slip133 (1X2)1,594,3231 in 1,594,323
15 game slip153 (1X2)14,348,9071 in 14,348,907
17 game slip173 (1X2)129,140,1631 in 129,140,163
20 game slip203 (1X2)3,486,784,4011 in 3,486,784,401

The count is arithmetic and does not depend on which operator runs the jackpot. Real matches do not have three equally likely results, so a line built from the odds does better than one in the count. It cannot escape the shape of the problem: seventeen things have to happen at once. You can enter your own legs and results into the jackpot odds calculator to see the figure for any format.

How a leg is settled

Each leg is marked right or wrong against the result the operator's rules define. The rules say which result counts for a leg, for example whether the score after normal time is used. Read that part before you enter, and check whether the market is 1X2 or double chance.

Regulation 23 of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112 of 2026) requires a licensee to clearly display the betting odds, rules and terms that apply to each bet. The same regulation says a licensee may not alter the terms of a bet after it has been accepted, except as the Act and the Regulations permit. Regulation 45(1) adds that game rules must be clearly displayed before any wager.

Postponed, abandoned and cancelled matches are the usual source of disputes. Operators write different rules for them, from voiding the leg to replacing the match or settling the leg as correct for everyone. How those rules tend to read is covered in postponed matches and void legs in a jackpot.

Bonuses for near misses

Some jackpots pay smaller prizes to slips that miss by one or two legs. Which scores pay, such as 12 correct on a 13 leg slip, is set by each jackpot's own rules; neither the Act nor L.N. 112 sets bonus tiers.

These tiers are prizes, not promotional offers. They come from the operator's prize schedule or from a share of the pool, and the rules state which. When several slips reach the same tier they usually share that tier's money equally, so the amount per slip is not known until settlement.

The size of a tier changes from round to round for that reason. The mechanics of the split, and what to look for in the rules, are set out in how jackpot bonuses for 12 or 13 correct are paid.

What the law requires before you place a slip

Section 72(1) of the Gambling Control Act, 2025 says a licensee may not let anyone take part as a player unless that person is registered and holds an account with the licensee. Section 72(3) requires proof of age of majority before every registration. Gambling is for adults of the age of majority, which in Kenya is eighteen, and regulation 92 of L.N. 112 bars persons under eighteen.

Section 71(1) sets the minimum stake for an online bet at twenty shillings. No maximum stake is set in the Act or in the Regulations as gazetted. Section 73(3) lets a licensee accept a wager only when the player's account holds enough approved funds to cover it, so a slip is paid from money already deposited.

Excise duty applies to the money you put in. Paragraph 4A of Part II of the First Schedule to the Excise Duty Act (Cap. 472) charges 5% on the amount deposited, and section 36(b)(i) of the Finance Act, 2026 reworded the base to amounts deposited for betting purposes with effect from 1 July 2026. The licensee remits the duty; whether it is taken from your deposit or absorbed is set out in the operator's terms.

How and when a winning slip is paid

Section 70(1) of the Act requires a licensee to credit a monetary prize won online to the player's account within two days. Section 70(6) requires proof of age of majority before the prize is remitted. Under section 70(5), a claim for an uncollected prize lapses six months after the winnings are declared.

The Third Schedule to L.N. 112 then sets payment tiers by prize size. The table shows the tiers as gazetted.

Prize bandPayment method named in the ScheduleDeadline
Up to KES 500,000 (Small-Tier)Automatic payment to the registered mobile money wallet or online gambling accountImmediately, after basic identity verification
KES 500,001 to KES 5,000,000 (Mid-Tier)Mobile money or bank transferWithin five working days, after ID, ticket and basic AML checks
KES 5,000,001 to KES 50,000,000 (Large-Tier)Bank transfer onlyWithin fourteen working days after completion of verification
Above KES 50,000,001 (Jackpot Prizes)Secure payment arrangements; financial counselling offeredWithin thirty working days after completion of verification

Regulation 101(1) of L.N. 112 makes a licensee that fails to pay winnings within fourteen days liable to a penalty of 5% of the winnings, payable to the Authority. Regulation 101(2) adds interest owed to the player of 5% per day for the next twenty-one days.

Tax is deducted at source. Section 2(1) of the Income Tax Act (Cap. 470) defines withdrawals as any amount paid or disbursed to the account of a player by a Gambling Control Act licensee, and paragraph 5(i) of Head B of the Third Schedule sets the resident withholding rate on withdrawals made by punters at 5%. A separate 20% rate applies to winnings, which the same section defines as pay-outs from a lottery or prize competition; which rate reaches a given jackpot prize is examined in tax on jackpot winnings in Kenya.

What this article does not cover

It does not tell you which results to pick. No table of past scores fixes seventeen future ones, and this site publishes no picks. It does not compare operators or rank their jackpots; the rules that matter are the ones printed beside the slip you are about to enter.

It also leaves out the taxes the operator itself pays and the detail of how pools are funded. The figures above are the statutory ones at the date of writing, and the operator's rules fill the gaps the law leaves open.

Questions people ask

Do all 17 games have to be correct to win a jackpot?

Yes, for the main prize. A jackpot slip is one bet with every leg as a condition, so the top prize is paid only to lines with every result right. Slips that miss by one or two legs can still fall into a lower tier if the operator's rules provide one, and that tier is paid from the prize schedule or a share of the pool.

Can I pick two results for one leg on a jackpot slip?

Only where the operator's rules allow multiple selections. Where they do, each extra selection creates additional lines, and each line is a separate entry that has to be paid for. Two results on one leg doubles the lines; two results on two legs gives four lines. Check the slip's rules and the total stake shown before you confirm.

What is the minimum stake for a jackpot bet in Kenya?

Section 71(1) of the Gambling Control Act, 2025 says a player in an online gambling activity may not bet less than twenty shillings in a competition. An operator may set a higher entry price for its jackpot slip. No maximum stake appears in the Act or in the 2026 Regulations as gazetted, so any cap comes from the operator's own terms.

How quickly must a jackpot prize be paid?

Section 70(1) of the Act requires a monetary prize won online to be credited to the player's account within two days. The Third Schedule to L.N. 112 of 2026 adds payment deadlines by prize band, from immediate payment up to KES 500,000 to thirty working days after verification for prizes above KES 50,000,001, which it classes as jackpot prizes.

Is tax taken off a jackpot prize in Kenya?

Amounts paid to a player's account by a licensee are withdrawals under section 2(1) of the Income Tax Act, and Head B of the Third Schedule sets withholding on withdrawals made by punters at 5% for residents. A 20% rate applies to winnings, which the Act defines as pay-outs from a lottery or prize competition. The licensee deducts the tax before paying.

What happens if a match in my jackpot slip is postponed?

The operator's rules decide, and regulation 23 of L.N. 112 of 2026 requires those rules and terms to be clearly displayed for each bet and not altered after the bet is accepted. Common approaches include voiding the leg, replacing the match or settling the leg as correct for every slip. Read the postponement clause before you enter and keep your slip.
